This document aims to accelerate a process to build consensus on guiding principles for an expanded response to children and adolescents affected by HIV/AIDS. This effort is grounded in and driven by the firm conviction that children living in AIDS-affected communities have the right to protect themselves from becoming infected with HIV, and must not be forced into situations where they face risks of infection with HIV or other sexually transmitted diseases. Children have the right to grow up without taking sole responsibility for households, and they have the right to information, education and health care.
