This document was produced by the National Youth Council in Kampala, Uganda; which is faced with the challenge of addressing HIV and AIDS issues among youth at all levels of the council structure.

This paper has been written to meet the need for guidance, expressed by our field colleagues in Africa, on how to introduce and implement HIV/AIDS education in our refugee programmes targeting youth.

The purpose of these guidelines is to enable governments and cooperating agencies, including UN Agencies and NGOs, to deliver the minimum required multisectoral response to HIV/AIDS during the early phase of emergency situations.
