The National Strategic Programme Plan of Intervention (for Orphans and Vulnerable Children) calls for a harmonised response among different players and interventions to ensure delivery of comprehensive services. An OVC programme coordination mechanism has been developed to harmonise approaches across the 10 core interventions that constitute comprehensive OVC service delivery as defined by the Government of Uganda. OVC programme coordination requires the involvement the key sectors engaged in the improvement of child welfare and social protection at both the national and local level. This Guide makes provision for the participation of key stakeholders including children in the programme coordination mechanism at different levels. This mechanism engages coordination committees at the national, district and sub-county levels that reflect the multi-sectoral, multi-disciplinary and multi-level approach required to address OVC issues to a quality standard.
