This document provides guidance to governments, international organizations and NGOs in the monitoring and evaluation of the national response for children orphaned and made vulnerable by HIV/AIDS. It includes methods and tools for measurement at the national level.

The combined effects of HIV and AIDS and poverty make many children vulnerable. Through their work, teachers, health workers, home-based carers, community workers, volunteers and social workers come into regular contact with children.

In order to better meet the needs of teachers' representatives worldwide, EI and its partners decided to merge two key training programmes dealing with Education For All and HIV and AIDS prevention in schools. The two issues are inextricably linked.
