This report attempts to identify existing gaps in the menstrual health and hygiene landscape in India and recommends a way forward. It is divided into two parts. Part 1 is an advisory document for all stakeholders working towards improving MHHM. It identifies gaps in MHHM based on content analysis of government policies, schemes and guidelines concerned directly or indirectly with MHHM. This gap analysis consists of secondary research on existing policy interventions in MHHM. Part 2 is a survey study on MHHM, conducted to gather direct information on various factors that infringe on the menstrual rights of adolescents in India before and after attaining puberty. It is based on primary data collected from the union territory of Delhi and six Indian states: Andhra Pradesh, Karnataka, Maharashtra, Tamil Nadu, Uttar Pradesh and West Bengal.
