The World Health Organisation (WHO) asserts four rationales for providing formal CSE to children and adolescents:
- Sexuality is a core part of being human.
- Informal sexuality education is inadequate for modern society.
- Young people are exposed throughout their lives to information from a variety of sources, some of which are incorrect.
- Young people need CSE in order to promote life-long sexual health. (WHO Regional Office for Europe/ BZgA, 2010: 21-22)
