In this UNDP issue paper, Cohen highlights a concern that despite recognizing that HIV is underlying development progress of the last decade, current policy and programmes are still created without factoring in the HIV epidemic.

Analyses and responses to the HIV epidemic remain rooted in a mind set which while it was relevant 5 or more years ago may no longer be so. Or at least what is written, said, thought and done about the development implications of the HIV epidemic are no longer sufficient.

This document summarises the discussions and ideas generated during a meeting hosted by IIEP in co-operation with UNDP and UNICEF in Paris, on 27-29 September 2000.
