Although HIV can strike anyone, it is not an equal opportunity virus. Gender inequality, poverty, lack of education and inadequate access to comprehensive sexual and reproductive health services continue to fuel the epidemic. This booklet will detail how and why prevention works.

The report highlights the need to continue efforts to create broad-based support for reproductive health programs, improve coordination among stakeholders, strengthen NGOs so that they can effectively participate in the policy process, and enhance the financial sustainability of programs.
In October, 1999, UNESCO hosted a Round Table discussion on the plight of children whose parents have died from AIDS. This brought together representatives from some of the hardest hit countries, as well as NGOs in the field. The Round Table provided a platform for dialogue and exchange.
