The policy is developed as an integral part of the National Development Policy, "Vision 2020" and The White Paper on Health Sector Development and Reform of 2002. It also responds to the recommendations of the National Youth and Gender Policies.

Most countries do not know much about the outcomes or impact of activities related to gender based violence. Gender based violence undermines both social and economic development and the individual’s capacity for realising her or his rights and potentials under already strained conditions.
This strategy builds on UNESCO’s longstanding commitment to strengthen the links between education and health, reflecting international recognition that a more comprehensive approach to school health and coordinated action across sectors is needed.
