This report is the result of the largest study ever made on homophobia, transphobia and discrimination on grounds of sexual orientation and gender identity in the 47 member states of the Council of Europe. The findings are presented in six thematic chapters followed by forward-looking conclusions: Attitudes and perceptions (part 1); Legal standards and their implementation (part 2); Protection: violence and asylum (part 3); Participation: freedoms of assembly, expression and association (part 4); Privacy: gender recognition and family life (part 5); Access to health care, education and employment (part 6). The Commissioner's recommendations on the issues that emerged from the findings of the study can be found at the beginning of the report.
