This study gives an overview of HIV, drug and sexual health education (HDSHE) in the Philippines and analyzes the education sector’s response in six areas: organizational structure; policy, planning and leadership; partnerships, coordination and mainstreaming; program response; monitoring and evaluation; and resource mobilization. Data were gathered through desk reviews, content analysis of curricula and textbooks; interviews with Philippine National AIDS Council (PNAC) officials including education sector members (DepEd, CHED and TESDA); and knowledge and attitude tests; focus group discussions (FGDs) and Strength, Weakness, Opportunity and Threat (SWOT) analysis conducted with students and stakeholders in Manila, Cebu, Davao and Cavite.
