Quality of Learner: Begin programmes by understanding what is known about HIV/AIDS and focus on understanding relevant risks to the population. Quality of Content: Using social learning theories to guide programme development will increase both positive individual health promoting behaviours as well as changing and supporting positive group social norms. Quality of Outcome: Consider a coordinated series of short term programmes linked to longer term outcomes. Include monitoring and evolution in all programme development.
