The comprehensive evaluation programme of Eastern Cape Department of Education has been set up by the Quality Assurance Directorate is a formative evaluation process which has taken on the form of a series of longitudinal studies, from 2003 to 2008. The purpose of the study is to establish what programmes and interventions have been adopted in schools in the Eastern Cape in relation to HIV and AIDS and lifeskills programmes, what strategies are being pursued and what the most pressing challenges for educators, learners and management are. Importantly, it is to provide key baseline qualitative data for understanding and measuring the efficiency, effectiveness and functioning of the HIV and AIDS programme in the province.
